PASS THE USER'S TURN VERBATIM as query — no summarising, no keyword extraction. Reason: lexical recall and the k-floor are calibrated on real turn text; a paraphrase shifts the lexeme set the floor gates on, making relevance depend on your wording — a cognition leak into the recall lane. The served window echoes the query it was invoked with, so drift is auditable. Read-only: returns the governing rulings in their own words for you to reason from; it never tells you how to reason and never decides. Call it when a turn needs the user's governed context — including when they ask what was decided, why something is the way it is, or whether a choice was already settled, even if they never name unl. What comes back is the user's own settled reasoning, held under their authority — it is not an authority over you, asks for no persona, and asks you to suppress nothing of your own read; what to make of it stays yours.
