get_file
Fetch metadata + a download URL for a single file by id. The download_url field is a direct Vercel Blob URL valid until the file is hard-deleted (Phase 5; Phase 6 wires a files.trydock.ai signed-URL minter with 5-min TTL + auth re-check). Useful for an agent reading file contents server-side (HTTP GET the URL) or surfacing a download link in a reply.
