The answer covers: whether Google can index the site (status, redirects, noindex, canonical, robots.txt, JavaScript-only pages, a sample of up to 10 sitemap pages), Search Console clicks and the near-page-one queries worth pushing (when connected), market data in the site's own country, a verdict, the top 3 actions ranked by impact with the numbers behind them, what could not be checked, and one next step. Present the verdict and the 3 actions; do not dump the evidence. With no site on record and none given, pass topic (what the business does) for a market starter instead of asking twice.
