Buy a boost with fuel
fuel_boostRequires a JWT. Spend YOUR fuel on one boost from fuel_boost_menu: buybot_spotlight (target = a token mint). Paid posts and raids are not offered. It is drawn from your balance at its price + Rokha's fee; when $ROKHA funded the balance, the fee part burns. Refused before any spend if the target isn't yours or the queue is full. Pass idempotency_key so a retry never buys twice.
