Read the documents an application bundle needs

payer_follow_up_documents
Read-onlyIdempotent

Application bundle: read the documents we need to write and submit the applications, with the account ID and the access token. For each clinician whose documents you send: the state license, malpractice certificate, W-9 and CV with work history, a DEA registration for prescribers, and board certification if certified; for each clinician whose documents come from CAQH, or whose payer works from the CAQH profile: the CAQH ID and access for Licium; and once for the group, the IRS letter with its Tax ID. Each document has its status (needed, received, accepted, or needs_resend with the reason) and the type and size of what was sent. The list opens when payment settles.

TDQS

A3.6/5.0
Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already declare readOnly/idempotent/non-destructive, so the bar is lower. The description still adds meaningful behavior beyond them: the gating rule that the list only opens after payment settles, the auth requirement (account ID plus access token), and the status vocabulary including 'needs_resend with the reason'. It does not say whether missing documents are omitted or how the list is ordered, but the added context is substantial.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness3/5

Is the description appropriately sized, front-loaded, and free of redundancy?

It is front-loaded with the core action, but the body is a long semicolon-chained run-on mixing document requirements, status values, and the payment precondition. Splitting the requirements list from the behavioral note would make it far more scannable without losing content.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

No output schema exists, so the description carries the return-value burden and does so: it names every document category, the per-clinician vs per-group scoping, the status values, and the type/size of submissions. The only gap is not clarifying the shape of the list (flat vs grouped per clinician), which the prose implies but does not state.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters3/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema description coverage is 100% and both parameters are documented in-schema, including their provenance from payer_follow_up_request. The description only restates that an account ID and access token are required, adding no format or sourcing detail beyond the schema. Baseline 3 applies.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

The description opens with a specific verb and resource ('read the documents we need to write and submit the applications') and enumerates exactly what the bundle contains (state license, malpractice certificate, W-9, CV, DEA, board certification, CAQH, IRS letter). It is clear this returns a requirements list rather than file contents only after reading the enumerated items, but a reader can still tell what the tool returns. Sibling differentiation is implicit via the document set rather than by naming payer_follow_up_document_send or payer_follow_up_status.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines3/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

One real precondition is given: 'The list opens when payment settles.' There is no explicit statement of when to prefer this over payer_follow_up_status or payer_follow_up_document_send, and no exclusions. Usage is inferable from the bundle framing but left to the agent.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
