List a scheduled task's run history

Run history for one scheduled task, each row's status (dispatching/dispatched/skipped/failed) and, once its issue exists, the joined mission progress/cost. A 'dispatched' status means the issue was created and the mission started — never that the work succeeded; read the joined mission state for that. Newest first; when older runs exist, pass nextCursor back as cursor for the next page.
