Fetch the typed platform-inspection report for a mission, by its issue id. Returns per-section KV/D1/R2 state: task state, retry reason, dispatch error, latest review + QA verdicts, run index, per-attempt provenance, running sandboxes, and session-log heads. Requires the inspect:read scope.
