Issues a REST API key for this account.

The key authenticates calls to the DSAIL REST API, sent as the x-jaxon-credential header, and reaches the rulesets this account holds. Optional label records what the key is for. The token is returned once and cannot be recovered; the service keeps only a hash. An account has a limited number of keys.
