Give out bid work

Use this when the user gives work on a team bid to someone, or takes it on: "give the Bristol bid call to Sam". The work is the bid call while a tender waits in Watching or Qualifying, or a sprint step, the next one unless named. Says who has it and whether they heard in Slack. When the person's role can't do it, the answer says who can: ask the user before choosing one. Needs a Tenda account and workspace.
