update_cluster

Update a cluster's settings. The only updatable field today is the environment label, which every create lane defaults to 'development' and which nothing else can correct afterwards. The label drives listing filters, environment colors and operator expectations. It does NOT move the stored criticality the insight grader keys on - change criticality deliberately if the grading denominator should move too.

A4/5.0
Behavior4/5

Does the description disclose side effects, auth requirements, rate limits, or destructive behavior?

Annotations already cover the safety profile (readOnly=false, destructive=false, idempotent=false). The description adds genuine domain behavior beyond that: what the label drives (listing filters, environment colors, operator expectations) and what it explicitly does not affect (stored criticality graded by the insight engine). It is silent on permissions and overwrite semantics, but the annotations lower that burden.

Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.

Conciseness4/5

Is the description appropriately sized, front-loaded, and free of redundancy?

Three sentences, front-loaded with the purpose. The middle clause ("which every create lane defaults to 'development' and which nothing else can correct afterwards") is dense but load-bearing context; the criticality caveat earns its place as a misuse guard, though the wording is slightly meandering.

Shorter descriptions cost fewer tokens and are easier for agents to parse. Every sentence should earn its place.

Completeness4/5

Given the tool's complexity, does the description cover enough for an agent to succeed on first attempt?

No output schema, but the description covers what the tool does, which single field is mutable, its significance, and the criticality trap. For a 2-parameter mutation with annotations carrying the safety profile, this is essentially complete, missing only return-value or overwrite behavior.

Complex tools with many parameters or behaviors need more documentation. Simple tools need less. This dimension scales expectations accordingly.

Parameters4/5

Does the description clarify parameter syntax, constraints, interactions, or defaults beyond what the schema provides?

Schema coverage is 100%, so the baseline is 3, but the description adds meaning beyond the schema by explaining the downstream effects of the environment value and its 'development' default. The enum values and cluster_id optionality are left to the schema, which already documents them.

Input schemas describe structure but not intent. Descriptions should explain non-obvious parameter relationships and valid value ranges.

Purpose4/5

Does the description clearly state what the tool does and how it differs from similar tools?

States a specific verb and resource ("Update a cluster's settings") and immediately narrows scope: "The only updatable field today is the environment label." That precision distinguishes it from the many other cluster-mutation siblings (upgrade_cluster, roll_cluster_to_version, reconcile_cluster), though no sibling is named explicitly.

Agents choose between tools based on descriptions. A clear purpose with a specific verb and resource helps agents select the right tool.

Usage Guidelines4/5

Does the description explain when to use this tool, when not to, or what alternatives exist?

Gives real context for when this applies: the label defaults to 'development' on every create lane and 'nothing else can correct' it afterwards, framing this as the remediation path. It also warns that this does NOT move stored criticality and tells the caller to change criticality deliberately, but never names the tool that does so, leaving that routing to inference.

Agents often have multiple tools that could apply. Explicit usage guidance like "use X instead of Y when Z" prevents misuse.
